Policy Priorities is published four times each year. Copies are mailed to all ASCD Premium members, and all other members have online access.
Arguably one of the nation’s most important pieces of legislation, the 1965 Elementary and Secondary Education Act ushered in a new era of federal investment in the lives of children—one where the federal government provides direct support to states and local communities in helping to provide children living in poverty with an equitably funded education. The primary engine driving this landmark legislation’s efforts was its first section, known as “Title I.” Over the last five decades, Title I’s scope and mission have grown to become the cornerstone of federal K–12 education assistance and reform efforts. As the White House prepares to change administrations in 2017, policymakers and educators should review how Title I’s evolution has responded to the educational landscape and needs of our nation’s students, and how future policy work can support its goal to improve the educational outcomes of the children served by Title I.
