Candidate's Leadership Vision Statement

Jeremy OwohMy vision is to promote and enhance educational environments that are centered on student achievement for all students, focused on the capacity building of teachers and leaders, and committed to involving all parents in all levels of the learning environment. Collaborative and inclusive leadership is imperative in today's educational environments. Leaders must cultivate and support an educational culture that promotes student and educator growth. This can only happen if all educators, students, parents, and community members are part of the decision-making conversation. I have always believed that effective teachers need effective leaders to ensure that all students have the opportunity to reach their potential and grow.

  • Instituted 9th grade academy model at 9–12 high school campus, partnering with City Year of Little Rock; eight to ten City Year Corps members worked with 9th grade English and mathematics teachers to provide instructional support for 9th grade students.
    • 9th grade students performed exceptionally well on the Arkansas end-of-year summative assessment.

  • Implemented Phase II of Teach Arkansas at the Arkansas Department of Education with the following goals:
    • Increase the number of candidates entering Arkansas Educator Preparation Programs by 20 percent in 5 years.
    • Increase the number of novice teachers in Arkansas public schools by 10 percent in 5 years.
    • Decrease the Arkansas teacher attrition rate by 15 percent in 5 years.
    • Increase the number of teachers re-entering the teaching profession in Arkansas by 5 percent in 5 years.
    • Increase the number of minority teachers in public schools by 25 percent in 5 years.
    • Two years later, the entire state had an increase in the number of candidates entering and graduating from educator preparation programs.
  • Worked to improve the teaching of writing and learning in schools and communities throughout Central Arkansas.
    • Facilitated Little Rock Writing Project summer activities and led year-around professional development opportunities.
    • Served as a National Writing Project teacher consultant and conference presenter at the National Writing Project conference.
  • Facilitated professional learning on the importance of educational equity and equitable access to effective teaching for all students for the Arkansas School Board Association during their annual conference.
    • Over 200 school board members and district leaders engaged in insightful and meaningful dialogue on the importance of equity and inclusion and how to ensure that it is infused in every aspect of the school system, even in budget allocations.

Biography Summary:

  • Jeremy S. Owoh began his career in 2003 as an English teacher at Parkview Magnet High School in the Little Rock School District. He served as the dean of students at Mills University Studies High School in the Pulaski County Special School District from 2008 to 2009 prior to being named the assistant principal at Ridgeroad Middle School in the North Little Rock School District.
  • He served as the principal at Fuller Middle School in the Pulaski County Special School District before being named principal at J.A. Fair Systems Magnet High School in the Little Rock School District in 2011. Owoh has been the assistant superintendent of curriculum/instruction and desegregation at Jacksonville North Pulaski School District since 2015. In July of 2017, Owoh was named the assistant commissioner of educator effectiveness and licensure. Arkansas educational commissioner appointed Owoh as superintendent of schools for the Pine Bluff School District (3,000 +). Currently, Owoh serves as deputy superintendent for the Little Rock School District (21,000+).
  • In addition to his experience in public schools, Owoh has served as an adjunct instructor/professor for several colleges, including the University of Arkansas at Little Rock and University of Arkansas at Pine Bluff, as well as an affiliate faculty member at Arkansas Tech University at Russellville.
  • Owoh holds a Bachelor of English Education with a concentration in Secondary Education from the University of Central Arkansas at Conway; a Master of Secondary Education with concentrations in Reading and Writing from the University of Arkansas at Little Rock; an Educational Specialist degree in Educational Administration from the University of Arkansas at Little Rock; and a Doctorate of Education in Educational Administration and Supervision from the University of Arkansas at Little Rock. He also completed the Little Rock School District Leadership Academy in 2010.
  • Owoh is a member of numerous professional and community organizations, including the Arkansas Association of Educational Administrators, National Alliance of Black School Educators, Junior Achievement of Arkansas and ASCD; he has presented on educational equity, educator diversity, and community partnership at the local, state, and national levels.
