Hisham Khalid is the general counsel for ASCD and manages all legal representation and services for ASCD. He has more than 25 years of experience in litigation, employment and education law. Before coming to ASCD, Khalid was associate general counsel at American University and an associate at the law firm Dombroff and Gilmore in Washington, D.C.
Khalid regularly advises on personnel policies and practices, employee handbooks, compensation, worker classification, leave issues, background checks, performance management, employment agreements, equal employment opportunity, internal investigations, termination of employment, dispute resolution, and training. He has helped clients comply with Title VII of the Civil Rights Act of 1964; the Age Discrimination in Employment Act; the Americans with Disabilities Act; the Family and Medical Leave Act; the Fair Labor Standards Act; the Fair Credit Reporting Act; and other federal, state and local statutes concerning employment.
In addition to employment matters, Khalid regularly advises on contracts, intellectual property, federal and state education regulations, accreditation, distance education, governance, faculty tenure, student discipline, equal education opportunity, campus security, privacy, student financial assistance, and consumer protection. Khalid has helped clients successfully negotiate collective bargaining agreements and worked extensively on town-gown relations and zoning matters. He has a deep understanding of Title IX of the Education Amendments of 1972; the Americans with Disabilities Act; Section 504 of the Rehabilitation Act of 1973; the Family Educational Rights and Privacy Act; the Jeanne Clery Act; the Higher Education Act; and other federal, state and local statues concerning education.
In addition to providing general advice and counsel, Khalid represents clients in D.C. Superior Court, the U.S. District Court for the District of Columbia, administrative agencies such as the Equal Employment Opportunity Commission, the District of Columbia Office of Human Rights, and the Office for Civil Rights of the Department of Education. He has served as a presenter at national conferences on law and higher education and has taught as an adjunct faculty member at the Washington College of Law. Khalid holds a bachelor's degree from Carleton University and a Juris Doctorate from American University's Washington College of Law.
